BOLI is the acronym for the Bureau of Labor and Industries, an agency of the State of Oregon . I have never heard of the study you have referred to. I will ask around to see if the study was completed or what accounting of the funds may reveal. I am not an expert on workers comp, I am just a husband of an injured worker that can not in my wildest dreams believe that "Oregon is the Bosnia"* of the country regarding workers comp.
