HB2450 was passed into law granting two Oregon unions an alternative
dispute resolution system.
Section 20 of Oregons Constitution " Equality of Privileges and Immunities.
No law shall be passed granting to any citizen or class of citizens privileges
or immunities which upon the same terms shall not equally belong to all citizens.
