The chart on the main page about premium rates which I also found at an MLAC members page prove beyond any doubt that the law changes (all against workers) are solely the reason for savings. The first radical changes in law occurred in 1991 which saw a 12.2% savings. This compared to a rise in 1990 of 6.2%.
1997 also was a year of radical changes and likewise saw a 10.5% savings in what employers pay in premiums.
These government people make me sick with their pathetic "bullshit" about safer working conditions.

A moron could see through this sham.
