digital Voice Stress Analyzer or Polygraph by phone?

Are the State Comp insurance companies using phone polygraphs called Digital Voice Stress analyzers now? My husband was suppose to have a meeting in his lawyer's office with the state compensation lawyer just to answer some questions, but it turned out to be a phone conference and I would say from the questions he ask at the beginning that it was suspicious to say the least... like the kind of facial hair he had etc which immediately made me think of POLYGRAPH. ... He was was just told that the conversation was being 'recorded'.. If this was a voice stress analysis being done, without his consent, is this legal? I don't think so from what I have read. So, if the State Compensation attorneys want a phone conference , this is something to think about.
